In 2004 the Federal Government took an astute decision to privatize Port Operations in the country. Consultants were appointed and the process was managed and overseen by the Bureau of Public Enterprises and the World Bank. Interested parties expressed interest and were shortlisted. ENL submitted Technical and Financial bids. Technical bids had to score more than 80% to be invited to the public opening of Financial bids, which were broadcast live on National television. It was clear that the winds of change were coming to Port Terminal Operations in the country. At a function held on the 3rd of April, 2006 the Minister of Transport publicly handed over the concessions to the various concessionaires who succeeded in both the Technical and Financial bid criteria.
This momentous occasion resulted in the birth of ENL CONSORTIUM TERMINAL OPERATIONS.
